Chelsea approves incentives for new Target, shopping development

The city of Chelsea is growing! This week, the Chelsea City Council approved a multi-million dollar incentive package for a new shopping center called The Shoppes at Chelsea and its anchor tenant, Target.
Located off U.S. Highway 280 at the corner of Chelsea Corners Way and Highway 47, The Shoppes at Chelsea is an upcoming shopping center developed by Tennessee-based GBT Realty. According to GBT Realty, the 20.31-acre development will include:
- A 128,667-square-foot “big box retail” building for Target, the development’s anchor tenant
- Two smaller adjoining retail spaces (10,000 square feet and 6,000 square feet)
- Five ~3,500-square-foot shops
- 765 parking spaces
- Two outparcels along Chelsea Corners Way
As part of the incentive agreement between the city of Chelsea and Target, Target will receive a $15 million sales tax abatement, in which Target receives 30% of sales tax revenue up to $15 million for up to 20 years, whichever comes first.
According to the Shelby County Reporter, Chelsea Mayor Cody Sumners stated the development could be open by late 2027/early 2028 if all goes according to plan.
The Shoppes at Chelsea is the latest big development to take root in the city of Chelsea. Earlier this summer, the Chelsea City Council approved incentives for a $75 million development called Chelsea Plaza. This week, two popular Birmingham-based restaurants opened new locations at Valley Post, a highly anticipated development off U.S. Highway 280 in Chelsea.
